What are the methods and tools to use for my project in flutter?

My project's goal is to generate a qr code to be scanned and when users scanned the qr they will be redirected to a form to fill up and after filling up the user then send the data to the device that generated the qr code. How can i attain this in flutter? Is there any example project that i can follow? Can this be attained locally and over the internet?
