Dotnet Core Suggestions Needed for Trending Data Analysis

I am trying to analysis my data of specified format and form data in the text format to represent the trending of my data. Example

Date	NumPatients	Region
2/1/2021	200	State1
2/2/2021	50	State1
2/4/2021	5	State2
2/5/2021	10	State2
2/6/2021	10	State1

Based on this format, i will be forming texts like

Patients from State1 decreased on 2/2/2021 to 75%

Also other formats of the text like

1. Top 2 Count of Patients contributing Dates,
2. Maximum Count of Patients,
3. Lowest Patients count reported on

And all possible ways of forming text.

Current Way i am using to achieve

I am looping through the data list and apply sort manually and pick required data in case of Top/Lowest

Can you suggest how i can accomplice this with dynamic code using AI/ML in dotnet core. Other technology suggest
