Python Rank Leaderboard

Is there a way to use python turtle display to create a scoreboard that,

1. Ranks a player based on the admin's initial entry and then,
2. Moves the names as the scores gets updated using keyboard and mouse inputs in the future?

e.g
player rank at 5th April

1. player u
2. player b
3. players x
4. player c

Admin can select on a player name to update a players rank based on keyboard input and the list will update accordingly.
