In fact, I have read research papers in which I cannot tell the difference as the author has written it. I see the use of instruction set architecture, or the abbreviation ISA, in places where the author actually appears to be talking about the instruction set.
So, the major task here is to give a thorough description of each, followed by some discussion outlining how they differ.
