what has happened to the ability of VS to publish single file to a website via a right-click?

After the last update to VS 2019 which was Version 16.9.1, I no longer have the ability to publish a single web file (.html, .aspx, etc.) to a site on the Internet. Right clicking on a single file no longer shows the PUBLISH item in the menu.
