SwiftUI | How to create the floating video window that stays open when app is closed like in the image below?

I want to know how create something similar for the image above, is it implemented like widgets ? Or there's different library or framework that create something similar?(doesn't have to be a video). Or do you know any other way to make a part of the app float in the background when the app is closed?
