How to synthesize numerical data

I am trying to develop a risk assessment model (using ANN) for construction projects in which risk factors (numerical values) are the independent variables i.e x and the risk impact (also numerical value) corresponding to the risk factors is the dependent variable(y).

Currently, I have data for about 30 projects which are not enough to develop an ANN model with good accuracy.

I would synthesize/augment the present data to get about 1000 projects or more to develop a good model.

Any link on how to augment this type of data would be appreciated as access to construction data is limited and very difficult in the construction industry.
