Google Cloud SDK Failing to Install on Windows 10-Stopping with a server related error

I am trying to install Google Cloud SDK on my work laptop with Windows 10 and it is not working. It stops in the middle of the installation and gives this error:

ERROR: (gcloud.components.update) Failed to fetch component listing from server. Check your network settings and try again.  

I don`t connect to VPN while trying to install it. I have Python 3.7 on my laptop. I have tried a bunch of suggestions from a bunch of other stack overflow posts like disabling firewall, removing proxy, turning off ipv6. Nothing is working. Now i am running out of ideas what to try next.

I didnot find any latest post about this issue here. Most of the posts with similar error are from 4-5 years back. Any suggestions how to resolve this issue?
