Cannot find some files in Administrative tools

I can't find options like "Active directory users and computers" "Manage your server" in my administrative tools. Actually, I'm trying to open my Group Policy Management. But, it shows the error "You must log on to the computer with a domain user account". I'm trying to convert one of local user account into domain controller and then connect with it. I'm using this as a reference for doing that. What should I do to open my Group Policy Management. I need to open my GPMC to create GPO. Is there any possible ways for me to do this? I'm using Windows 10 version. Kindly guide me.
