Why do only some progressive web apps add to the app drawer?

When I add only specific progressive web apps to the home screen does it decide to add to the app drawer.

What meta tag is used to distinguish between adding an app to the app drawer or not(or is it a different setting entirely.)

I'm beginning to assume it is in the manifest file but haven't determined what text does this.
