New to Azure: How to analyze which SQL databases to focus on for manual scaling via azure portal?

Before downvoting, please realize I am new to this and was "thrown into the cold water" with this task. I have to identify which databases can be manually scaled on Azure. Presumably, I must identify clear cycles in usage in terms of queries, etc...to figure out when scaling up/down would make sense. Is there a general guide on how to do this using Azure portal? Any help, pointers, or direction would be much appreciated.
