Multiple questions about creating a welcome page and a welcome screen

I am a beginner in HTML, CSS and i have yet to learn JS. So I have a couple of questions and i was hoping that i could find an answer on this website.

1. I need to know how to properly position elements in HTML. Like a proper use of margin, padding, alignment, float etc. This is how i imagined my welcome page to be. And when i hover this images the GIF would replace them, it would darken itself and some text with effects would appear. The problem is that i don't know how to do it

2. I would like to have a welcome screen, but i don't know how to make that screen automatically transition to my welcome page.

3. In an image slider how do I make so that it automatically changes pictures(but with some transition effects)

I tried googling it and searching it on YouTube but i only found a portion of the answers that I was looking for. Thank you in advance.
