JavaScript - Cross Browser Time Zone ID (Continent/City - e.g. America/Los_Angeles) Determination Time Zone name (e.g. PST, EST, etc...)

Moment.js has a function, namely - moment.tz.guess() to guess Time Zone ID in a browser.

Is there, however, a native reliable alternate cross browser JavaScript method or step by step approach, I can use to determine Time Zone name (as in the title of my question) from the Time Zone, without locking to a specific Time Zone Name, to answer my first question referenced here? (Time Zone Offsets from Difference of Dates From Sample Code Snippet)?
