How can i create load balanced servers in Azure?

I'm new to creating this load balancing. I want to create 5 servers in Azure and load balance them . So basically if one server is busy ,the load balancer will move to the next server .

I have a few questions

Are these servers required to be VM's ? If the servers are a part of an ip address range can i create the balancer ? I assume I will need a public load balancer ?

So my thought was that I create these servers within the allocated ip address range and use some setting in Azure to load balance and link them , or do I create a load balancer and allocate the servers to it ?

any help or first step would be great
