Chrome is putting an outline on my button that doesn't show up in dev tools or my css file?

So for some reason there is an outline showing up on the inside and outside of the border of this button I've made and I've looked through dev tools to see if there is something google chrome is changing without my knowledge and I've also tried using outline: none, but nothing is working and when I search stuff like "google chrome unwanted outline" it brings up results about getting rid of the focus state outline that most browsers have. I have no clue how to get rid of it and I've never had this happen before, please help.

The first screenshot is when the button is not in hover or focus state and there is a thin grey line on both sides of the border. The second picture is when it is being hovered and there is no line.
