Can't RDP or use Bastion to connect to VM

I've been trying to connect to a VM that I created from a specialized VHD.

My steps are:

1. Create Managed Disk from fixed *.vhd file on from my Blob Storage
2. Create VM from Managed Disk
3. Attempt to connect using Bastion

In Boot diagnostics, I am getting this

boot diagnostics ctrl+alt+del screen

my question is, should I be even getting the ctrl+alt+del screen? My company needs to replicate the physical environment on Azure for testing purposes without creating a direct connection to the Internet (government stuff). The overall infrastructure is very simple: I only have to upload 3 VMs to Azure and make sure that they can all talk to each other and keep their settings. With each VM, I've had this issue.
