Can't load mysql driver in Netbeans

does anyone know how to resolve the mysql driver loading issue in Apache Netbeans 12.2? It usually works fine but now after I upgraded my operation system to Big Sur 11.1, my Netbeans throws error. When I clean and build a JDBC project, the console says: "error: error reading mysql-connector-java-8.0.22.jar; (Operation not permitted)". I tried to allow Netbeans to get the full disc access through Mac's privacy/security setting but it still didn't help.
